A [Windows 11 ISO](https://elevendecoded.com/windows-11-iso-download/) can support an upgrade, an in-place repair, or a clean installation. Decide which operation you need before starting: they do not preserve the same things.

### Download the Genuine Windows 11 ISO from Microsoft

Use [Microsoft's official download page](https://www.microsoft.com/software-download/windows11?ref=elevendecoded.com). Select the correct architecture: an x64 ISO is not interchangeable with Arm64 installation media. For an Arm PC, follow the separate Microsoft and device-manufacturer guidance.

The consumer multi-edition image includes editions such as Home and Pro, but downloading it does not grant a license. Check the edition already activated on your device. File size changes with release, architecture, and language; do not judge integrity by an assumed 5–6 GB size.

### Choose Language and Keyboard Settings Separately

For an in-place installation that preserves apps, use compatible media matching the installed language, architecture, and edition. Do not use an older image as a way to preserve apps while downgrading.

A display language and a keyboard layout are separate settings. If quotation marks or the @ symbol appear in unexpected places, check the selected keyboard layout rather than assuming the ISO is corrupt. Our [Spanish language settings guide](https://elevendecoded.com/windows-11-22h2-espanol/) explains language choices; its URL is not a recommendation to install the obsolete 22H2 release.

### Verify the Download Against Microsoft's Hash

Microsoft provides a **Verify your download** section with SHA-256 values. Compare the completed ISO with the official entry for the exact release, architecture, and language.

In PowerShell, replace this example path with your downloaded file:

```powershell
Get-FileHash -LiteralPath "C:\Users\YourName\Downloads\Windows11.iso" -Algorithm SHA256
```

Computing a hash alone does not establish authenticity. If it differs from the corresponding Microsoft value, do not install from that file; confirm you selected the right reference and download again if necessary. A community-posted hash is not a substitute for the publisher's value.

### Repair Windows While Keeping Apps and Files

If Windows still starts, back up important data and save any encryption recovery key first. Right-click a compatible ISO in File Explorer and choose **Mount**, then run **setup.exe** from the mounted drive.

Review the final screen and choose **Keep personal files and apps** when offered. If that option is unavailable, cancel and investigate the media or upgrade-path mismatch before continuing. “Keep personal files only” removes applications; “Keep nothing” removes files, apps, and settings.

Start this process from the running Windows session. Booting from a USB installer is not the same app-preserving repair workflow. See Microsoft's [reinstallation instructions](https://support.microsoft.com/en-us/windows/deployment/install-upgrade/reinstall-windows-with-the-installation-media?ref=elevendecoded.com).

### Create Bootable USB Media When Needed

For x64 installation media, Microsoft's Media Creation Tool can prepare a blank USB drive. Back up the USB first: media creation erases its contents. Use at least the capacity the tool specifies; 8 GB is the stated minimum, and a larger drive may be useful.

[Rufus](https://rufus.ie/en/?ref=elevendecoded.com) is another option. Carefully select the correct USB device and ISO. For a supported Windows 11 installation, use the appropriate UEFI target. Do not select legacy BIOS merely to get an old PC past the requirements.

Do not force FAT32 for every ISO: its individual-file size limit can matter with Windows installation files. Rufus can use NTFS with its UEFI:NTFS mechanism; follow the program's appropriate defaults and [official FAQ](https://github.com/pbatard/rufus/wiki/FAQ?ref=elevendecoded.com).

### Install or Recover from USB Deliberately

Check full [Windows 11 eligibility](https://www.microsoft.com/en-us/windows/windows-11-specifications?ref=elevendecoded.com) first. It requires a compatible processor, TPM 2.0, and UEFI firmware with Secure Boot capability, alongside memory, storage, graphics, and display requirements.

Use the manufacturer's boot-menu instructions and select the UEFI USB entry. Recovery tools available from installation media are separate from choosing a clean installation. A clean install removes the existing installation's data, applications, and settings; verify backups and identify the intended disk before any destructive choice.

Do not blindly change Legacy/CSM or clear the TPM to solve a boot failure. Preserve recovery keys and use model-specific guidance.

### Troubleshoot the Specific Failure

- **Download fails:** Check the connection and available storage, then retry the official download. A third-party download manager is not required.
- **USB does not boot:** Confirm the media completed successfully, matches the architecture, and is selected through the correct firmware boot menu.
- **Apps cannot be kept:** Stop and verify language, edition, architecture, release, and whether setup was started inside Windows.
- **Activation fails:** Check that the installed edition matches the license. A digital license can reactivate an eligible reinstall, but a generic ISO does not activate Windows on arbitrary hardware.

Choose the operation, verify the media, and confirm what setup will keep before you select Install.
