Windows 11 Mini PCs: PN64, Elite Mini 800 G9, and NUC 13 Extreme Compared
This comparison revisits three older compact-PC families using manufacturer specifications. It is not a hands-on performance review or a ranking of the best mini PCs currently available. Check the exact SKU, package contents, current driver support, and local availability before buying.
What Windows 11 Compatibility Means
Windows 11 eligibility includes a supported processor, TPM 2.0, UEFI firmware with Secure Boot capability, and the other minimum hardware requirements. A processor generation or brand name alone is not a full compatibility check.
A compliant firmware TPM, such as supported Intel PTT or AMD fTPM, can meet the TPM requirement. It is not inherently insecure or unsuitable for dual boot. An organization may require a particular implementation or certification; verify that actual policy rather than assuming every secure PC must use a discrete TPM.
Hardware eligibility, a valid Windows license, supported drivers, and sufficient performance for your workload are separate questions.
Upgradeability and Ports Matter More Than You Think
Check whether memory uses replaceable SO-DIMMs or soldered chips, how many slots exist, and the supported memory type and capacity for that exact model. Two slots do not imply that every capacity or speed is supported.
For storage, distinguish M.2 slots intended for SSDs from a smaller WLAN slot. An M.2 connector does not automatically support every SATA or NVMe device. Confirm drive dimensions, interfaces, thermal requirements, and whether a 2.5-inch bay and cable are included.
For displays, verify the number of simultaneous monitors and the supported resolution/refresh combinations. A USB-C socket does not necessarily provide video output; the model must support the relevant DisplayPort or Thunderbolt function. Include adapters, docking, power supply, and network requirements in the total cost.
ASUS ExpertCenter PN64
The original assertion that PN64 RAM is soldered is incorrect. ASUS documents two DDR5 SO-DIMM slots. Supported capacity and included memory vary with processor generation and configuration.
The documented storage layout includes an M.2 2280 PCIe NVMe option and a 2.5-inch SATA option, subject to the exact model and package. This is different from saying that the machine has no practical expansion.
Some packages are barebones while others include memory, storage, and Windows. “PN64” alone does not establish that it is ready to use or that a Windows license is included.
Review ASUS PN64 specifications for the specific version. Its value depends on configuration and current price; this article does not establish that every PN64 is the budget winner.
HP Elite Mini 800 G9
HP's documented family includes serviceable memory and configuration-dependent processors, graphics, and ports. Its specifications list two M.2 2280 slots for storage and a separate M.2 2230 slot for WLAN; do not count all three as interchangeable SSD slots.
Check the exact product number for included memory, storage, power supply, optional ports, Windows edition, and TPM certification. A business product label does not by itself prove compliance with every organization's policy.
Review HP's Elite Mini 800 G9 specifications. This guide does not provide measured evidence that it is always quieter, faster, or more stable than the other machines. Application performance depends on the selected configuration.
Intel NUC 13 Extreme
NUC 13 Extreme is an older expandable performance-oriented kit family, rather than a direct equivalent to every small office mini PC.
ASUS's NUC13RNG box-content guidance lists memory, storage, graphics card, and operating system among items that must be supplied separately for the documented kit. Confirm the exact package rather than comparing a barebones price with a complete PC.
Verify supported memory, storage, graphics-card fit, power, dimensions, and remaining support before choosing components. This article has no thermal test establishing that every NUC 13 Extreme needs aftermarket cooling or inevitably throttles during sustained work.
Stock cooling, component power draw, environment, and workload all matter. Do not modify a chassis or cooler based on a fabricated success story.
A Configuration Comparison
| Family | Important verified distinction | Checks still needed |
|---|---|---|
| ASUS PN64 | Replaceable DDR5 SO-DIMMs, rather than soldered-only RAM | Exact generation, memory limits, storage package, OS inclusion |
| HP Elite Mini 800 G9 | Two documented M.2 2280 storage slots plus a separate WLAN slot | Product number, optional ports, CPU/GPU, TPM certification |
| NUC 13 Extreme kit | Documented kit can require separately purchased components and OS | Full build cost, component fit, support, actual workload performance |
These distinctions are not a current price or benchmark ranking.
Match the Workload and Support Plan
For browsing and office work, assess memory capacity, storage responsiveness, display outputs, network support, and noise under the intended workload. For virtual machines, editing, or gaming, check the actual CPU, GPU, memory headroom, software requirements, and sustained-load measurements.
Minimum Windows 11 eligibility does not guarantee a good experience for a demanding application. Likewise, an older high-end processor does not automatically make a used or unsupported system a better purchase.
Check the manufacturer's current support page and BIOS/driver availability. For used devices, confirm condition, licensing, warranty transfer where applicable, and whether the device remains enrolled in an organization.
Verify Before Changing Firmware
A preconfigured Windows 11 PC that works correctly does not require immediate BIOS changes simply because it is new to you.
If eligibility or security configuration needs correction, use the model's supported instructions and record existing settings. Back up files and secure the encryption recovery key first. Do not clear the TPM, reset Secure Boot keys, or switch storage/boot modes blindly.
Choose on the basis of the exact configuration and support, then verify the applications you intend to use. Manufacturer specifications establish features; comparative claims about speed, thermals, or reliability require suitable testing.
