Windows 11 lets you pin apps, move them, and organize pins into named folders. If these changes do not save, first distinguish a normal layout difference from an app-specific problem or a management policy.

### Understanding Grouping Limitations and Workarounds

Current Windows 11 supports named Start folders. It does not use the same live-tile group layout as Windows 10\. You do not need to rely only on visual spacing or change app icon colors to organize your pins.

To pin an installed app, search for it from Start or find it in the All apps section, right-click the app result, and select Pin to Start when available. Right-click a pin and choose Unpin from Start to remove the shortcut; this does not uninstall the app.

Drag a pin to another position to reorder it. Drag one pin onto another to create a folder, open that folder, and give it a name such as Work or Games. Add further pins by dragging them into the folder. Dragging pins out eventually removes the folder when only one remains.

Microsoft documents these actions in [Customize the Windows Start Menu](https://support.microsoft.com/en-us/windows/experience/personalization/customize-the-windows-start-menu?ref=elevendecoded.com).

### Match Instructions to Your Windows Layout

Start's appearance depends on the Windows release, installed updates, rollout state, and management settings. Open Settings > Personalization > Start to see the choices on your device.

Newer experiences can provide Start menu size choices including Small, Large, and Automatic, controls for sections, and a Recent label replacing Recommended. Microsoft introduced these changes through a [gradual rollout in KB5120998](https://support.microsoft.com/en-us/servicing/os/windows-11/2026/08/kb5120998-windows-11-24h2-25h2-update?ref=elevendecoded.com). A missing new control does not by itself mean that your profile is corrupt.

Keep frequently used apps near the beginning and use folders for related tools. There is no documented general rule that exceeding 20 pins causes layout corruption.

### If Pin to Start Is Missing

Confirm that you selected the installed app result rather than a document, web search result, or installer. Check whether the app opens and whether another ordinary app can be pinned. Compare the behavior before assuming a system-wide failure.

A missing command does not establish that built-in or Store apps are generally prohibited from pinning. On a work or school device, ask the administrator whether a Start policy restricts changes. [Managed Start layouts](https://learn.microsoft.com/en-us/windows/configuration/start/layout?ref=elevendecoded.com) can control pins and whether a layout is applied repeatedly or only once.

If just one app is affected, check its supported repair, update, or reinstall options. Back up its local data before resetting or uninstalling it.

Do not remove packages simply because Get-AppxPackage reports an empty InstallLocation. That observation alone is not proof of corruption, and Remove-AppxPackage is an uninstall operation rather than a pinning repair.

### If Dragging or Saving Pins Fails

Save open work and try a normal restart. Start has its own process, StartMenuExperienceHost.exe; it is inaccurate to treat every Start problem as an explorer.exe failure. Restarting Windows Explorer in Task Manager can help some shell glitches, but it does not diagnose or repair every Start issue.

If a custom Start application is installed, check its version and compatibility. Temporarily test the native Start menu using the vendor's supported method. A clean boot can help isolate some background-software conflicts, provided you record and restore the original configuration.

Windows 11 does not provide the old Windows 10 tablet-mode toggle. Touch behavior adapts automatically on supported devices. Touchpad settings are under Settings > Bluetooth & devices > Touchpad when the hardware exposes them; do not assume that changing them repairs Start pinning. See [Microsoft's tablet-mode explanation](https://support.microsoft.com/en-us/windows/hardware/input-devices/turn-tablet-mode-on-or-off-in-windows?ref=elevendecoded.com).

### If the Layout Changes After Sign-In

Check whether the PC is managed, uses a temporary profile, or has cleanup software that removes user configuration. A second account can help show whether the symptom is account-specific, but success there does not prove that the original profile is corrupt.

Do not assume that Microsoft account sync is overwriting pins, take ownership of CloudStore registry keys, or use an arbitrary registry export as a supported Start-layout backup. These actions can create new problems without establishing the cause. SFC and DISM repair Windows components; they are not general-purpose user-profile or layout restoration tools.

Keep a screenshot or written list of a layout you want to recreate. For managed deployment, use Microsoft's documented layout configuration rather than copying unrelated registry keys.

### Keep Start Pins and Taskbar Shortcuts Distinct

Windows key + a number opens or switches to the app at that numbered position on the taskbar. It does not launch the corresponding Start-menu pin. See [Windows keyboard shortcuts](https://support.microsoft.com/en-au/windows/keyboard-shortcuts-in-windows-dcc61a57-8ff0-cffe-9796-cb9706c75eec?ref=elevendecoded.com).

If the issue continues, record the Windows build, affected apps, whether all accounts are affected, and whether changes survive sign-out and restart. Those details help separate app issues, policy restrictions, and broader shell failures before attempting destructive repairs.
