How to Turn Off IIS on Windows Home 11: A Clear Guide
Disabling the Windows IIS feature and fixing a port conflict are different tasks. First identify which web server is installed and what is listening. IIS Express, application development servers, and full Windows IIS are separate components.
Check What Is Installed and Running
Open Turn Windows features on or off and inspect Internet Information Services, if it is available on your edition and installation. Feature availability varies; an absent or unchecked IIS entry is not a reason to install it merely to disable it.
In Services or Task Manager’s Services tab, look for W3SVC (World Wide Web Publishing Service). A running W3SVC service indicates that the IIS web-publishing service is running, but it does not establish which sites or bindings are active. A missing W3SVC service does not rule out IIS Express or another web server.
For a read-only service check in Command Prompt or PowerShell, use the explicit executable name:
sc.exe query W3SVC
A stopped installed service reports STATE: 1 STOPPED. A missing service normally produces OpenService FAILED 1060 and a message that the service does not exist; “SERVICE_DOES_NOT_EXIST” is not its literal output.
Check Exact Listening Ports
A command such as netstat -aon | findstr :80 can match port 8080, remote endpoints, or non-listening connections. It is not an exact check for a local server on port 80.
In PowerShell, inspect exact local listening ports instead:
Get-NetTCPConnection -State Listen |
Where-Object { $_.LocalPort -in 80,443 } |
Select-Object LocalAddress,LocalPort,OwningProcess
Map the returned PID to the corresponding process before stopping anything. A listener on one of these ports does not by itself prove it belongs to IIS.
If HTTP.sys is involved, an elevated terminal can inspect its current state without modifying it:
netsh http show servicestate
Do not kill the System process or disable Windows’ HTTP service just because a port appears occupied. Other Windows components can use HTTP.sys.
Visiting http://localhost tests the default local HTTP endpoint. A failure there does not prove that IIS is off: a site might use another hostname, port, IP binding, or HTTPS. An IIS-looking page should be checked against the actual service and site configuration.
Disable the IIS Windows Feature
Before changing features, back up any web content and configuration you need and check whether installed applications depend on IIS.
- Open Start, search for Turn Windows features on or off, and open it with the required administrator approval.
- If Internet Information Services is enabled and you want to remove that feature, clear its checkbox.
- Review any dependency message, select OK, and let Windows complete the change.
- Restart if Windows requests it.
- Recheck the feature and W3SVC status.
Do not disable unrelated scheduled tasks or services based only on a name containing “web” or “IIS.” If a component returns, identify the application or management process that reinstalls it.
Keep the inetpub Folder
Do not delete %SystemDrive%\inetpub as an IIS cleanup step. Microsoft’s KB5055523 security notes explain that the April 2025 update or later updates create this folder as part of a security change. Microsoft instructs users to retain it even when IIS is disabled.
The folder’s presence does not prove that a web server is running. Your own site files, if any, also need a deliberate backup and retention plan rather than blanket folder deletion.
If a Port Conflict Remains
Recheck the exact listener and its owner. IIS Express is launched separately, often by a development environment; disabling the Windows IIS feature does not uninstall IIS Express or other application servers.
Adjust the known application’s binding or stop it through its own controls when appropriate. Two servers can also coexist on different addresses or ports; an occupied port does not mean IIS must be removed.
How to Turn IIS Back On
Return to Windows Features and select the specific IIS components you require, then complete any requested restart. Restore or verify the site configuration and bindings separately. Re-enabling a feature is not a substitute for a backup, and unavailable components cannot be added simply by checking another edition’s instructions.
